The Long Beach City Council has passed an Ordinance called
“PRHIP” “Proactive Rental Housing Inspection Program”.
This Corrupt Ordinance opens the door for Code Enforcement and “Long Beach Development Services” to abuse power, invade privacy, control property owners, defraud good property owners of their buildings, and increase fees on all property owners.
Join me in the fight to stop this bad ordinance that was passed last year and is now being modified to include more things to damage property owners and tenants.
If you want to keep your home or your property and you don’t want to be driven out of business you must stay informed.
I urge you to write the City Council members in Long Beach and the Mayor and demand that they rescind
“PRHIP” AKA “Proactive Rental Housing Inspection Program”.
Tell Long Beach City Council that you don’t want REAP in Long Beach.
I’ve attached a contact list of all the Council Members and the Mayor for your convenience
I’ve also attached the 14 page ordinance for your review. I encourage you to please send it to your attorney for your protection – I’ve also attached the bullet points, that lists the worst things about “PRHIP”.
Follow the money and you will find out who is pushing these bad ordinances upon good property owners and good tenants.
The Council will be collecting more information and making more amendments to PRHIP, not in favor of property owners, in the next 30 to 90 days.
Please show up at the council meeting and let them know this is an over reach of power and you want this ordinance rescinded.
Enough is enough with this bad ordinance that is disguised as a way to help people, when in truth, it is a way to raise fees on properties, devalue neighborhoods, and Land Grab.

RENTAL HOUSING INSPECTION PROGRAM BULLET POINTS
Landlord’s mandatory PRHIP registration by City creates an additional unnecessary expense and adds red tape to already existing regulations
Self funding of PRHIP is at Landlord’s expense by incurring mandatory payment of annual fees, and imposing of costly penalties (up to 25% on registration alone) and fines
Ordinance allows for violation of any provision to include jail term of up to 6 months, and can include fine of $1,000.00 –may be per violation (daily)
Gives the City the right to assess Landlords with special assessments and/or record liens against their properties, along with filing actions in Small Claims Court
Gives the City “local Government” the right to invade both Landlords and Tenants privacy thereby exposing the City to potential excessive litigation from both parties
Gives City Council the power to establish fees and penalties (no control)
No clarification as to periodic inspection and frequency
Gives Inspectors excessive powers and allows them full reign to inspect 100% of units based on his own determination (ultimate power to enter premises)
